Building a Underwater HQ at build spawn?

So as you may know, the spawn has many creative structures with the Dome being my personal favorite. I want to construct a Underwater, multifloored,
HeadQuarters with access to all types of things e.g: fun games, events, and other Cons for ORE and so on. therefore this is a request to the staff for permission of the construction of this structure under the look out of high ranking members of the ORE community

  1. Which server’s spawn? (I assume build but want to be sure)
  2. I’d recommend building it before we make any decision on adding it to spawn

off course but i order for it to be in the terrain where do you suggest as i have no idea how to generate a landscape thank you
